Why hasn't this gotten more attention?

George Bush's Power Grab: Authorizes Martial Law Provisions (Video on You Tube)

This looks like another one of Bush's secret Presidential Directives and doesn't seem to have raised too many eyebrows which to me is extremely alarming. Have we become stupid as well as deaf dumb and blind?
This is very very troubling to me. What do you think about this?
